The City of Lancaster has introduced new Housing Rehabilitation Program, aimed at providing residents with the opportunity to enhance their living conditions through grants and loans for home repairs and renovations. This initiative is a significant step towards ensuring safe and comfortable housing for all Lancaster residents.

"In launching the Housing Rehabilitation Program, we are sending a clear message: the wellbeing and success of our residents are really important. We understand that a safe and well-maintained home is the cornerstone of strong communities,” said Lancaster Mayor R. Rex Parris. “This program is a testament to our dedication to creating a city where every family feels valued and supported, and I'm excited to see the positive transformations it will bring to Lancaster."

The Housing Rehabilitation Program offers various funding categories to cater to different needs within the community:

Emergency Repair Program (ERP): For households earning less than 80% of the area median income (AMI), grants of up to $5,000 are available to address eligible emergency home repairs.

Housing Rehab Loan Program (HRLP): Households with earnings below 80% of the AMI can benefit from grants of up to $10,000, along with loans that can reach a maximum assistance level of $50,000 for eligible home repairs.

Turf Replacement – Beautification Program (TRBP): For households earning less than 120% of the AMI, grants of up to $10,000 are available, alongside loans that can be combined for a maximum assistance level of $50,000. These funds are intended for landscape renovations, with homeowners committing to adhere to maintenance standards throughout the loan period or 15 years.

In addition to the base offerings, qualified applicants who are veterans, seniors, or disabled are eligible for an additional $5,000 grant under each program. Moreover, households residing in the TRBP Target Area are eligible for an additional $5,000 TRBP grant.

All loans issued under the program are zero interest, and may be forgiven based on the length of time the homeowner remains in the home.
