City of Carson adds to leadership team

New finance and IT directors

The City of Carson has appointed two new members to its leadership team. William Jefferson has been appointed as the finance director, and Gary Carter joins as the director of information technology and security. Their experience and dedication to public service will contribute to the City’s ongoing commitment to excellence.

Jefferson brings more than 18 years of experience in public finance to his new role. His track record includes serving as assistant chief financial officer for the City of Oxnard, and most recently, as the Budget and Financial Planning Manager for the Los Angeles Homeless Services Authority. 

“I am honored to join the City of Carson as the Finance Director. I look forward to working with the talented finance team and collaborating with city staff to ensure fiscal responsibility and transparency,” Jefferson said.

Carter has more than 15 years of experience in public sector information technology. He once served as the community broadband manager for the City of Santa Monica.

Carter’s IT initiatives have earned Harvard Kennedy School’s Top 25 Programs in American Government award three times.

“I am excited to be part of the City of Carson and contribute to its technological advancement,” Carter said. “I consider the opportunity to serve as Carson’s first director of IT and security.”
